Lynchburg Redevelopment and Housing Authority Releases 2025–2029 Strategic Plan
Lynchburg, VA, April 17, 2025 – The Lynchburg Redevelopment and Housing Authority (LRHA) is pleased to announce the adoption and public release of its 2025–2029 Strategic Plan—a comprehensive framework designed to guide the agency’s vision, goals, and actions over the next five years in response to the evolving housing needs of the Lynchburg community.
Grounded in five core strategic priorities which include Preservation and Development of Affordable Housing, Communications and Advocacy, Collaboration and Partnerships, Long-Term Sustainability and Succession Planning, the plan affirms LRHA’s commitment to operational excellence and the delivery of impactful housing services.
“This strategic plan is more than just a blueprint, it’s a shared call to action,” said Mary E. Mayrose, Executive Director of LRHA. “It gives us a clear direction for preserving and expanding affordable housing, investing in our staff, and strengthening our connection to the community. It also comes at a critical time. With potential cuts to federal funding on the horizon, we continue to work hard to become more self-sufficient and resilient. Public housing authorities like LRHA need to look for ways to rely less on federal funding by thinking ahead, getting creative with financing, and exploring other sources of income and partnerships. This plan helps us chart a course for smart growth and long-term impact, so we can keep making a real difference in people’s lives.”
The plan was developed through a collaborative process led by the LRHA’s Board of Commissioners and Ms. Mayrose and involved staff and community stakeholders, and outlines clear objectives, timelines, and measurable outcomes.
Raymond Booth, Former Chair of the LRHA Board of Commissioners, underscored the significance of the plan. “It’s exciting to see a plan that’s not just full of ideas, but full of action. This is a roadmap we can believe in and one that will move us closer to our goals as a community." Newly elected Chair Marc A. Schewel went on to say, “We’re not just talking about housing, we’re making real, thoughtful steps toward improved communities, stronger partnerships, and a more sustainable future for the people we serve."
Highlights of the 2025–2029 Strategic Plan include:

Development of new affordable housing units and the renovation of LRHA’s existing housing stock
•
Expansion of community partnerships, particularly with organizations serving children and families
•
A goal to reduce utility costs and secure new funding sources to enhance financial sustainability
•
Implementation of a comprehensive succession planning and mentorship initiative
LRHA looks forward to partnering with residents, stakeholders, and the greater Lynchburg community in advancing the goals set forth in this plan.
