Cathie has held leadership roles in corporate and government affairs, most recently serving as Vice President of Corporate and Government Affairs at Transurban, a global toll-road operator. Previously, she was Chief Development and Public Affairs Officer for the Port of Virginia, where she spent a decade working with government officials and partner organizations to drive economic growth. She also served as Deputy Director for energy policy in the Virginia Department of Mines, Minerals, and Energy, helping to implement the Governor’s energy initiatives. Actively engaged in civic and political life, Cathie serves on several boards, including the Local Initiatives Support Corporation, TowneBank Virginia Beach, and Virginia Clean Cities. Her contributions have earned her numerous accolades, such as Top 40 Under 40, Top Women in Business, and multiple leadership awards from organizations like Lead Hampton Roads, Virginia Business, and the Women’s Transportation Seminar.

A dedicated lifelong learner, Cathie is a member of Beta Gamma Sigma and has completed leadership programs such as the Sorensen Institute of Political Leadership, LEAD Hampton Roads, LEAD Virginia, and AAPA’s PPM program. She holds bachelor’s degrees in communications and political science from James Madison University, a juris doctor from Georgia State University College of Law, and an MBA from William & Mary’s Raymond A. Mason School of Business, all earned with honors.
